General Membership Meeting

November 18, 2009

MINUTES

A regular meeting of the general membership of the Rosedale Harvard Gulch Neighborhood Association (RHGNA) was held on Wednesday, November 18, 2009 at Harvard Gulch Recreation Center. Start-up Committee member Terrie Peay opened the meeting at 7:15 pm. She explained that both the co-chairs were unable to attend so she would be facilitating the meeting. Terrie welcomed all and introduced the other members of the Start-up Committee who were present: Rick Mendelson, Bill Bloch, Derek Allan, Carri Currier, and Secretary Cathy Darnell.

BYLAWS UPDATE

Bylaws subcommittee Chair Cathy Darnell used a PowerPoint presentation to introduce the highlights of the proposed Bylaws, stating that a full draft would be available for review by the members on the website within one week. She gave notice that a Motion to approve the Bylaws would be presented at the General meeting on Jan. 20, 2010. The names and contact information for the members of the Bylaws subcommittee will be on the website as well for people to contact with questions and comments.

Rick Mendelson gave a brief summary of the activities to date in forming RHGNA, including the drafting of these Bylaws and the plans for election of officers and Board members.

SCHOOL UPDATE

Terrie introduced Yana Smith who handles district relations for Denver Public Schools’ southeast region. Ms. Smith stated that Rosedale School, which falls within the RHGNA boundaries, is a part of the southeast district and that Jeannie Kaplan is the DPS School Board Representative for the area. She reviewed the recommendations currently before the Board which include new uses for 3 properties not in the RHGNA area.

The future of Rosedale School has been part of the ongoing dialogue between the School Board and the community. There are no current plans to sell the property but there are also no recommendations being made at this time for its future use. Community input meetings are ongoing and they are seeking viable ideas.

Terrie then introduced Jeannine Balsamo, Manager of Real Estate Assets for DPS. Ms. Balsamo reiterated that Rosedale School is considered a strategic asset – it is not needed now but a future use is projected. An in-depth analysis of the building and potential usage has been made. The building is on the small side (250 student capacity) with limited parking and classrooms on two levels. It is not viable for a high school or an early education center so further studies are being done to determine feasibility for the type of school that could go there. Data from the upcoming census will be used to determine need and at what level.

Questions were asked about the condition of the building – which is pretty good; the process for selling DPS properties – responsibility to get market value; and what the building could be used for – offices, mixed usage, a non-profit who can afford it. Ms. Basalmo welcomed the assistance of RHGNA in gathering informal data on families with young children in the neighborhood.

RHGNA NOMINATIONS AND ELECTIONS

Derek Allan explained the nominating process for elections of officers, board members and committee chairs to be held at the January 20, 2010 meeting. The deadline for submitting names to the nominating committee is Jan. 10

PARKS AND RECREATION

Carri Currier told the group about new equipment and improvements at the Harvard Gulch Rec Center. A speaker will be attending a future meeting to explain the application process for a plot at the Rosedale Community Gardens.

ZONING CODE UPDATE

Rick Mendelson briefly reviewed the history of the Zoning Code Update process to date. Draft #3 of the Code and Map are now available. Two Listening Sessions were scheduled for 11/18 and 11/19 which will end the public meeting phase. Input and commentary is still being sought through the website newcodedenver.org and will continue right up to the City Council hear
