Rosedale Harvard Gulch Neighborhood Association
BYLAWS Bylaws subcommittee chair Cathy Darnell presented a draft of the bylaws so far and the group reviewed and discussed voting rights, what the governing structure will be called, the officers and terms. Rick Mendelson suggested that "civility" as a value be included somehow in the language of the bylaws. The subcommittee meets again on 10/14/09 and still hopes to bring a complete draft to the November Start-up Committee Meeting. (See below for discussion on timeline to go to the General Membership) BLOCK CAPTAINS Kristin Salada reported that we need just 7-8 more volunteers to have coverage of at least one person for all 44 blocks. Discussion followed on the ongoing struggle to clearly define a block. There was consensus to leave it the way it has been set up. Scott was asked about the accessibility of members’ registered addresses on the website for the use of block captains. SCHOOLS UPDATE With regard to the Rosedale and DPS situation, Terrie Peay referenced an article from the 9/2/09 edition of The Denver Post regarding school closures and alternative uses. There is a meeting on 10/19/09 for further discussion with DPS – Terrie will contact Pam Pritzel, Rosedale School Liaison, to attend. Will Lee-Ashley of DPS has committed to attending the 11/18/09 RHGNA General Meeting to update neighbors on Rosedale issue. WEBSITE UPDATE Scott Prince reported that there is a "forum" developing for discussion around various issues such as dog parks. Minutes have been posted for Start-Up Committee Meetings. PORTER HOSPITAL – MARKETING OPPORTUNITY Co-Chair Ellen Winiarczyk reported on her meeting with the Director of Strategic Marketing for Porter Hospital to discuss opportunities for partnership such as support for printing, etc. ZONING Rick Mendelson reported on the Zoning Code Update. Draft #3 is still not up on newcodedenver.org. Ellen read an announcement received by email regarding scheduled "listening sessions" with City Council, the Planning Department and the Planning Board. The dates are 11/18 (evening) and 11/19 (daytime). Unfortunately the 11/18 one conflicts with the RHGNA General Meeting but we will plan coverage. First Reading for the Evans Light Rail Station Plan will be at City Council on 10/12. Rick will follow up on this. CSU COOPERATIVE EXTENSION
Following the request of Barbara Martin-Worley, Director of the CSU Cooperative Extension Office located in Harvard Gulch Park, we need to find a volunteer to sit on their advisory committee. Ellen and Kim will approach the at-large members of the Start-Up Committee to see if one of them will take this position.
DISCUSSION
A discussion was held on how to handle issues that come to the co-chairs or subcommittee chairs from members/neighbors. Transparency and communication are important factors as well as the fact that, as of now, we have decided not to take positions. The best plan of action seems to be to have the co-chairs make a response indicating that the issue has been received and that the appropriate people, e.g. subcommittee chair, have been asked to look into the issue.
